Measuring rotational velocity with Pico PT-104/Pico USB TC-08

Hallo,

I want to measure the rotational velocity with one of the two log devices (PT-104/TC-08). Therfore I need to transform a rectangular digital or analog signal into a DC Voltage. On each rotation the 0 and the 1 value do have the same ratio, so the mean voltage will stay the same despite a changing Frequency.

Does someone know a simple electrical circuit or a device that can solve that problem?

What is the speed of rotation?
