Ok, I pulled down picoSDK-C-examples-master and downloaded visual studio community edition.
I had to retarget but both included apps built correctly!.
Haven't tried to run it yet, but that should give me a good starting point.

I just ran across this because I was searching for answers for the same issue. I am running W10 with all updates, using the blue Picoscope cable, on my desktop USB3 port. The scope SW keeps running, but every few minutes I get the "check USB cable" message. PS 2204A and it was calibrated on 1/22/18....
