picoscope + data logger

Hello. I'm new and is my first request.
I have a picoscope 2203.
I need to measure two frequency. One output from NRG#40C anemometer (with HALL), and one from a HALL by a wheel with 8 magnet (N-S-N-S-N-S-N-S). The input is a square frequncy signal.
Now when there is no wind the signal may be hold at 0 Vdc or 12 Vdc. And a lot of time all frequency are 0 or 1..2..3...4Hz. When frequency is at 0....data logger read a disturb..not 0Hz.
Can you give me help?

I have also "USB ADC -11/10" picolog and i record with a square signal of 0 - 2.5Vdc but is the same problem.

Unfortunately you will never really measure 0Hz as there are fluctuations in the signal, so even though you may choose 12V it will not exactly be 12V it will fluctuate a little causing the Picolog to read these fluctuations as a frequency.
