plw32.exe error message when booting up

At one time the usb TC-08 software locked up and I had to close the program. Ever since then I have not been able to start the software. Even after removing the program and then reinstalling it. I keep getting a message: "The plw32.exe has encountered a problem and needs to be closed. Please tell microsoft about this problem". Is there a an issue somewhere else like in the registry of my laptop? its a Dell laptop running windows XP.

Trying going to this location, where ##### is your user login:

C:\Documents and Settings\#####\Local Settings\Application Data\Pico Technology\42f31349-afb8-471d-8a4d4fb7672be39b

Delete any files contained in this folder.
