2206B MSO Not Enumerating Correct

I just purchased a 2206B MSO via Amazon.The device is not enumerating correctly.

When I plug it into my Windows 10 USB port it is enumerating with the vendor id 0CE9 (I believe this is correct) but the product ID is coming up FFFF (not correct.) Because of this the drivers will not match.

I USB capture shows that the CRC is correct on the response to GetDeviceDescriptor so this does not appear to be a USB issue.

Is there anything that can be done other than returning the device?
