Horizontal Cursors

Should the Horizontal Cursors work properly in the Version 6.13.7.706?
I can move them around but they don't measure anything. I don't see anywhere on the screen that displays any info about them other than one says 0 and the other 360

You have pulled in the phase rulers, green circle, from the bottom right. You are looking for the time rulers, white square, from the bottom left.
