RaspberryPi 3 running Raspbian try to connect to ps2204a

I am trying to port Python 3.4.2 code onto the RaspberryPi 3, running NOOBs sd card w Raspbian installed. Need access to simple features of the ps2204a. Code works on Win7. Still cannot connect on RPi.

Is this possible, or am I chasing a TBD feature?
