Can anyone tell me what is the minimum PC specification needed for the automovite ADC 212/3?

Anything Pentium class that runs Windows 98SE or higher will work fine. Look for one with a parallel port. That's the long 25 pin printer port. This is the standard interface for the 212/3. You can go USB with them but have to purchase the optional adapter. The USB adapter has no performance advantages.
