Hello Guest,
Our 12-bit USB oscilloscopes (PS3224/3424) will measure a signal of the type you describe.
You could use the autosetup function to get into the right ball park, and then, use the channel scaling feature (x2 say) to increase the verical gain to 2mV per division or less.
